Internal requisition will duplicate consume project budget even project has its own inventory onhand

Summary:

we have a business scenario:

1. External PO001 $10 to buy items from external supplier, to project inventory; this will consume budget and increase project cost
2. after the external po receipted into warehouse, will use internal requisition to issue those quantity to project expense destination; we has noticed the 25C version performance is :create internal requisition PR002, use this project inventory to fulfillment to expense destination. after submit, will consume budget @10 ;   after shipment, the cost will have 2 records,  $10, and $-10, total zero; then the budget will have the same performance, 2 records, $10 and $-10, total zero

the end result is only $ cost and $10 budget total; but in the process of internal requisition, between submit and shipment, the budget will be consume twice in temporary, will will make the available budget amount is smaller the we expected ; if user raise a new external PO at this moment, they won't have enough budget to do that.
