Load departments data to the Costing Eligibility on Assignment Attributes node.

I am trying to load this file in order to load the data to the 

Costing Eligibility on Assignment Attributes 

of Dental INS EE Results element, the HDL file is getting loaded successfully but data is not updated to application.

What is the correct template, or which objects file need to be loaded in order to load departments data to the 

Costing Eligibility on Assignment Attributes node.
