Self-paced learning "We couldn't find this learning"

Summary:

I have followed the steps to enable Self-Paced learning in a test environment. After completing the steps and creating a self-paced learning item, I am not able to view the item details and instead see an error "We couldn't find this learning". This affects items in Draft or Active status. As a learner I am able to find the learning items in LSS and take the training, but in the admin Self-Paced learning page I consistently get this error.

I have tried re-running jobs like Optimize Learning Text Indexes, Compute Users ACL, Process Learning Catalog Items. Also ran the HCM ingestion jobs fa-chm-learningitem and fa-hcm learningrecord. These processes completed succesfully but did not rectify the issue.
