Can Min-Max requisitions require approval?

We have a business requirement to create requisitions from the Min-Max process so that they are routed for standard approval, i.e., created in "Incomplete" status instead of "Approved." Currently, the administrative profile option "INV_MINMAX_REORDER_APPROVED" only allows two settings: "Incomplete" or "Pre-approved." However, in practice, Min-Max requisitions are always created in "Approved" status, with no option for manual approval or quantity update after creation. The current system design does not allow the INV_MINMAX_REORDER_APPROVED profile to control whether Min-Max requisitions can be created in "Incomplete" status.
Is it possible, either through configuration or product enhancement, to have Min-Max generated requisitions created in a status that allows them to follow the standard approval workflow, instead of being automatically approved?
