Learning Admin Unable to replace SCORM in content created by someone else

Summary:

Learning admins are not able to replace SCORM in Content section unless they are the original admin that created the content. The SCORM being updated is is the exact same (original creator can replace/other admins cannot) Is this expected behaviour, and if so, is there a workaround so that all learning admins can update/replace SCORM even though they were not the original creator?
