Can we have Active work definitions and still maintain the cost not based on roll up

Can we have Active work definitions and still maintain the cost not based on roll up, How can we maintain the Finished good Items with Active Work Definitions and ignore them for Cost Roll Ups and maintain cost as the Standard Cost defined in the Cost Scenarios?
