Is it possible to fill a requisition for Contingent Worker in ORC without creating a pending worker?

Summary:

Our company has recently moved to Oracle, and we're now using the Recruiting module, and now we would like to know how to set up a recruiting process for Contingent Workers, so it does not create a pending worker/employee record when the requisitions are completed. Is it possible to fill a requisition in ORC without creating a pending worker/"move to HR”?

I read the "Contingent Workers as External Candidates" guide, and I am wondering if that is a solution to do it?
