Get_value_set is not bringing any values when called in payroll Fast formula

Get_value_set is not bringing any values when called in payroll Fast formula. I have Created a simple Value set and called it in Fast formula using Get_value_set function. But no output is coming. Please find below screenshots for your reference.

Note: I tried using many other valueset with or without parameters but not getting any output. So Hardcoded the person ID inthe below query to identify the issue.
