The specified user is not an active employee or lacks an active work relationship

Summary:

We are trying to import requisitions using FBDI and encountered the following error on the Requester field:
"The specified user is not an active employee or lacks an active work relationship."

Upon checking, we found that the same email address is assigned to multiple users in the Manage Users page; however, none of the other users have the Requester or Advanced Procurement Requester role.
The user has the Advanced Procurement Requester role and has data access on the Requisitioning Business Unit.

What is the recommended solution to resolve this issue?
