Work Email is visible but Personal Email is blank for specific users

Hi,
We are experiencing an issue in Oracle HCM where a report that includes both Work Email and Personal Email behaves differently depending on the user running it.

When I (as an HCM admin) run the report – both emails are visible.
When another HR user runs the same report she can see the data too
When payroll user runs – only Work Email is displayed, while Personal Email is blank.
