Unable to link the TOC headings to the individual report pages when I remove "show page numbers" in the TOC doc.

If I remove "show page numbers" from the TOC properties, the word doc TOC changes to now showing the page number yet linked to the correct header on the page. When I import this word doc in EPM Report Documents and add it to the TOC of the book, I lose the link to the pages. When I hover over the TOC it shows the hand but does not take me to the report pages. It only works when I have the page numbers shown. I am NOT in Narrative Reporting.
