Recommend for re-hire Field default rule

When terminating an employee, the Recommend for Rehire field defaults to “Not Specified”.Is this value delivered by Oracle? We have not created any autocomplete rule for it, yet one HR user reports that the field defaults to “Yes” on their termination transaction.

Could you clarify the seeded defaulting logic for this field and point us to where in HCM we can review or audit it?
