MFA Enforcement in Fusion SaaS – How to Register Multiple Mobile Device for same user

Hello everyone,

We are facing a critical issue in our Oracle Fusion SaaS ( cloud applications) environment related to Multi-Factor Authentication (MFA) behavior after MFA enforcement becomes mandatory.

Once mandatory MFA enforcement is enabled in the Identity Domain policy, users can no longer access:

Fusion Preferences → Password → Manage Secure Verification

This means end users cannot register additional devices, and administrators cannot add a second mobile device through the Identity Domain Console.
As a result, if a user loses or replaces their phone, they become completely locked out of their Fusion account.
