Is there a way to populate emails in CC in case of Steps Define Notification Send Email?

Summary:

We have a requirement to populate the Email CC with the user's email associated to a user group and it uses an email template to send an email without any attachment.

I can work on to get the emails as required but how to populate these emails in the Email CC section in case of Steps Define Notification as there are no such options available for BML function in this case but available in Email Action case.

Email Action, i cannot use Email Template so using this option is again not useful.

Is there any other approach which can be taken into consideration to achieve this functionality?
