Ability to group shipments by Item Catalog

We would like to know if it is possible to group shipments by Item Catalog. Currently, we are using a single pick wave rule, with pick slip grouping based on Ship-to, Carrier, and Item Catalog. However, when the Item Catalog differs, the system generates a separate pick slip—even when the Ship-to and Carrier are the same—which is expected.

Our requirement is to combine shipment lines same as pick slip under the same Ship-to (Customer), Carrier, and Item catalog instead of combining the shipment based only solely on Ship-to and Carrier. Is this possible? If so, how to configure please.
