Unable to select source organization in manual transfer plan order

Summary:

Unable to create a manual plan order that source from another organization.

We didn't have this issue before 25C upgrade and now in 25 C user is unable to create a manual plan order that source from another organization.

We also checked with super user that has all organization access and that user is able to see source organization with the other organization. However if given the access, user will be able to see and create plan order for the other organization.

What has changed to cause this issue?


The sourcing rule is set up properly that source from another organization
