How to assign the Pay tile for W-4 and bank account self-service?

1. Does the Employee role give access to the Pay tile?
2. We use a custom Employee role, would this conflict with the seeded Employee role if both are assigned to a user? I did a Compare and there are more roles and data\function security policies in the seeded role than the custom role. I see that "Employee Bank Account Management" is in the seeded role but not in the custom role.
3. If I assign an employee the seeded role, but not the custom role, sometimes they don't get the Pay tile.
