Moving DFF from bottom to top in Payment Screen is not working

Summary:

We have a business requirement to add a comments field in the payments header section or action button within Oracle Fusion. The goal is to allow users to enter a reason or explanation in the comments field whenever they cancel or void a payment transaction. I enabled a DFF and its currently not populated in the botton.

Is it feasible to re-order the DFF 'Kishore_Comments' from bottom to top typical in header location. ?

Also is it fine to use existing value set (150 chr) to my new DFF or its recommended to create new value set for text box information need?
