how to hide the personalize springboard link for Supplier_User only

Supplier_Users are external users of the Supplier Portal. When they log in to the application to access the Supplier Portal, on their homepage they are able to see the "personalize springboard" "+" icon, and when clicking on this, they can add additional icons that we have added for our internal users.

The Supplier_Users should not be able to see these additional icons.

How do we remove the Supplier_Users access to these icons?
