Redwood Quote UI - User Access to Quote (Transaction) List

How can we give only certain users access to the Redwood Quote (Transaction) List but not also give them access to the Redwood Quote Detail UI ?

We have created a user group (of testers) that includes users that should have access to Redwood Quote UI. We then reference this group in the Commerce Process at the bottom of the screen (Layout UI / User Definition). This works well for access to the Redwood Detail but seems to have no effect on user access to the Quote (Transaction) List.

There is a separate setting in the Commerce Process "Quotes List Layout" - if we select Redwood for this, ALL users see the Redwood List, regardless of whether they are in the user group or not. And vice versa - if we select "Legacy" then ALL users see the legacy list.
