OnBoarding Information page error "You do not have access to this action item"

in Workforce Management

When the newly hired employee attempts to access a general information page within an Onboarding Template. The new hire receives an error message, "You do not have access to this action item".
On the Category the step configured is using the delivered Service ID: "HC_AGC_INFO_FL".
What are the configurations to grant the new hire access to this type of OnBoarding action or page?
