Waitlist - How waitlist work for Oracle Learning?

Do you know what does it means "You can also define capacity for self-paced offerings. But limiting the enrollment of waitlisted learners isn’t possible because this type of offering doesn’t have start or end dates." ? From what is written, I understand that the automation shouldn’t enroll learners who are on the waitlist in the offering

I've created a Self paced Learning offering and the automation that enrolls learner #2 (who was on the waitlist) works. The learner is correctly enrolled in the offering
