In Redwood create job offer, we can not continue to contract details, but in edit job offer we can

Summary:

When we create a job offer, the process does not continue between assignment info and contract details. When we save the process and edit the same job offer, we can continue from assignment info to contract details. We have an open SR for some weeks and Oracle believes it is a privilege issue, but all solutions we got, do not work. Since we can access the data when we edit the job offer we believe there must be a different solution. Does anybody have any idea?
