How to Add Dependent field on Personal Details Page but not through DFF

Hi Team,

I've a requirement that under gender field in personal details page, I've to create a new LOV which is 'Not Listed'. Now when I select this Not Listed field then a text box should appear. How we can achieve this requirement since it's not a DFF.
