Candidate Search does not show candidates or returns '0' for location search based on Geog.Hierarchy

Summary:

When recruiter tries to search using City, State and Country combination under Location, the candidate search shows zero results for multiple location whereas if only country is entered it shows the results. Could you please explain how the candidate search works without using the Keyword search as its wider and doesnt filter resumes.

For example, Czech Republic

→ Brno-Mesto

→ Brno

City, State, Country (Brno, Bruno-Mesto,Czech Republic). However it gives 0 count on the candidates. If we put Czech in the keyword search, it gives results with Candidate location as Bruno, BM, CZ.
Please help me how to resolve this. How to sync the location in recruiting?
