remove create icon from project plan

Summary:

We want to hide or remove create icon from project plan as the view project work plan management data security policy is not working (we have raised SR for it).

Anyone know how to customize this page?

We followed this document


How to restrict creation of top tasks in a project for some team members (Doc ID 2431350.1)

but this is only restricting the icons on Project Financial plan and not on the Project plan web page
