Having an issue in internal hiring to enforce employees only apply to a job with the same grade

Is it appliable in the internal hiring process to make employees can only apply for jobs at their current grade or one grade higher    eg : An employee on Grade 15 should be able to apply for Grade 15 or 16 only.
