Department Flexfields are not Populating

Good day!

As we are trying to replicate the configurations done from one environment to another (TEST to DEV8), we have encountered issues with the Extensible Flexfields created for Departments. There are no known changes in the configurations and the needed value sets are loaded, however, the GL Costing is not being populated despite having the list of values defined for the Key Flexfields. This has previously worked in TEST and we were able to load the fields through Conversion/HDL Loading. What may be the issue that must be addressed regarding configurations/conversion?
