Allow "Incomplete" Status Code only in Import Requisition Template

Summary:

There are two (2) available values for the Status Code column in the Import Requisition Template — Approved and Incomplete. The client prefers to make only the Incomplete value available to avoid possible human error in selecting Approved. Is there a way to restrict users from using the Approved value, perhaps through role or privilege configuration?
