Provider not show during the Intercompany transaction creation

Summary:

We try to create Intercompany but can see any of our providers was setup.

We complete all setup the transaction, the organization open period and assing data access set for my user but when try to create a transaction I can not see any provider.

Run the LDAP for my user and log put and log in but have same issue
