Security for Action Menus?

Are there any permissions options for action menus? I'm having an issue because I'm developing a set of forms / dashboards shared by both the Budget Office and regular users. The obvious problem is that the Budget Office has approval and denial items that the users should not have. However, I don't have any way to only show the menu for the Budget Office.

My only solution would be to either secure the business rules themselves (which will technically work but still be extremely clunky as the menu items would still be visible to users) or create two sets of identical forms and dashboards with different menus simply to accommodate this.
