Recurring learning at offering level

We have a learning course that expires every year and is re-assigned using default assignment rules. The course only has one offering and one activity being an observation checklist to be completed by a quality team.

With this setup, learning specialists need to create an offering every time the new learning assignment is created as we cannot automatically have the learning assignment be assigned at the offering level. This is leading to an inefficient process with learning specialists needing to track all learners with an assignment but no offering and then manually needing to create an offering.

Note: The target population are production floor employees who do not access HCM, so asking them to go into Learn and click on the course to get into an offering is not an option.
