Can I increase the SQL Query Timeout setting under Administration > Runtime Config > Properties?

With our Oracle Fusion instance, the SQL Query Timeout setting under the xmlpserver's Administration > Runtime Configuration > Properties is grayed out for me even though I'm using a service account that is a member of the Application Administration role. How can I make that limit higher?
