Enable only some users to receive goods in a limited time

In ERP Financials & Procurement, the client asked how manage the good receipt in the year end. The need is to block the good receipt in a specific time frame (in our example in January of following year) for all the end users, until the key users has finished the activities in the previous year.

We are looking for a solution in order enable only some users to receive goods, and block the others, in a limited time.
