Why is BPM Worklist Priotiy Not Working?

Summary:

Supplier Registration Approval Notification priorities are not working as expected. We have configured the Approval Notifications in BPM Worklist to be a Priority of 1 instead of the default to 3, but they continue to show up with a Priority of 3.

Steps:

- go to Internal Supplier Registration Requests in BPM Worklist

- change the priority from 3 to 1

- Save and Deploy

- Submit an Internal Supplier Registration Request

- Log in as an approver of the Supplier Registration Request. 

- Rather than seeing a priority of '1', the priority is still '3': this is the issue.
