Does Oracle have a preference that we don't migrate USOPTE change in December?

We are testing USOPTE with 25D and once that is completed and if it passed we were planning to migrate that into PROD in December. We have a consultant group that has told us that Oracle does not recommend migrating to USOPTE until mid-January if you have not already done so. I am looking if this is the case of just the view point I am being told by the consultants.
