'Your enrolment is pending approval' when waitlisted for multiple offerings

Learners have been able to join the waitlist for more than 1 offering for the same course.

Learners are able to join the waitlist for multiple offerings however, on joining the second offering waitlist, they see the message 'Your enrolment is pending approval'. There are no approvals required for the course.

I found an earlier discussion which suggested a fix last year for a similar issue in which learners were faced with this message when they enrolled into the offering without enrolling into the course first. Our experience is slightly different in that Learners aren't receiving the message when they enrol into the first offering (waitlist) but they are when they enrol into the second offering (waitlist).
