Not able to search and add skills while creating requisition

We are facing an issue while creating a requisition, hiring managers can see recommended skills, but the “Search Skill” option is not available.

Could someone advise if there are additional privileges, profile options, or configuration settings that need to be updated to enable the search functionality for hiring managers?
