One Big Beautiful Bill (OB3) – Interim Exception Document + PLUS Loan Program Updates

Summary

These updates allow your school to package students in the 26/27 award year. A new Interim exception document, which is referenced in the updated PLUS and Unsubsidized medical scripts, allow you to package students who qualify for interim exception rules against the legacy limits for the 26/27 aid year. Otherwise, the changes will remove Graduate PLUS loans from packaging for 26/27 and Parent PLUS loans will package against the new 20,000 annual and 65,000 aggregate limit caps.

Provision(s) Regulatory Background

  • Interim Exception: Prior to June 30, 2026 if the student is enrolled in a program of study and has received a direct loan, they are eligible for prior loan limits during their expected time to credential, which is the lesser of 3 years or the remaining time to credential up to the published program length
