Why is BU2 user being able to see BU1 contract templates?

Summary:

There are two users, one belonging to 1st BU and one belonging to 2nd BU. BU1 user is able to see BU1 contract templates, and cannot see BU2 contract templates, which is the correct behavior.

Likewise, BU2 user should only see BU2 contract templates, however, currently for BU2 user, he cannot see BU2 contract templates, but instead, he is being able to see BU1 contract templates ONLY. Both users have "Salesperson" resource role and are associated and restricted to their respective BUs, so why is this occurring?
