One Centralized Procurement BU across ledgers

Summary:

We are looking at evaluating creating one Procurement BU across different countries (Different ledgers ). Does Oracle support that and is it a good practice or we should keep our design to One Procurement BU for each country (Ledger).
We have Proc BU : USA,Req BU as Mexico and Sold to LE as Mexico as well .Will there be any intercompany or SFO since Payment BU and Req BU are same ?
Is it feasible in Oracle ?
Will there be any Tax/Compliance issues ?
