Is there specific documentation on a user's ability in FCCS to create a journal in a closed period?

We have a situation where we need specific documentation (not currently found in the admin guide) regarding a user with a Consolidation Journal - Create role being able to create a journal in a closed period.

The requirement is specific to details on this type of user to be able to create a journal in a closed period. The admin guide has details about not being able to post the journal but the ability to create a journal is the main question to satisfy an audit related question.

Has anyone seen or addressed this before?
