Assembly demand does not generate planned order

Summary:

Assembly demand in constrained planning does not generate planned order. It generates a planned order when I delete the work definition against it but stops planned order generation when there is a work definition associated.

The assembly is Make item, MRP planned, generate supply marked as Yes. All components in work definition have generate supply set to: Yes, MRP Planned
