Emails are not triggering to the alerts configured in the Alerts composer

I have configured the custom resource alerts but notifications are not triggering to the email or in the bell icon . They are running successfully in the alerts composer with the data.

Please would you help me like what might be the issue though they are running successfully users are not getting emails.
