External Candidates are taken to the bottom of the Job Application Page

Summary:After agreeing to the terms and conditions when applying externally, the candidate is taken to the bottom of the job application instead of the top.This only occurs when agreeing to the terms and conditions. If you're applying to additional positions, the job application page starts at the top.
Has anyone come across this behaviour? & Is there a way for the page to start at the top when the candidate is routed to the job application?
