Don’t Send Email Notification to Supplier Who Registers as a Prospective Supplier

How can I stop the system from sending email notifications to suppliers when they register as prospective suppliers in Oracle Fusion? I only want the email notification to be sent after the supplier becomes a spend-authorized supplier.
