Send Message to an individual candidate through his job application is not visible

Summary:

When a candidate applies for a req and in his/her job application, the recruiter wanting to send message individually is not possible, because this option from the action is not available in REDWOOD, and we can send multiple messages to many candidates in bulk mode.

After checking the privilege - IRC_INTERACT_WITH_CANDIDATE_PRIV, this is also added to the role of the user.

Is there a way we can add this option in the action menu?
