Get Test Connection error in Create Punchout Catalog

Summary:

In one of my test environments I set up an Oracle Business Network Account. Then I created the OBN Punchout Directory Access punchout catalog and then created another punchout from that with no issues.

In another test environment, I set up an Oracle Business Network Account using Create Connection. The test connection worked. However, when trying to create the OBN Punchout Directory Access punchout catalog, when testing the connection, I get the following error: Authentication fails with the credentials provided. The error code is 700. (POR-2010669)

In case it helps any of the more knowledgeable people, I am attaching the log file (Excel export). I replaced any confidential information with the word fake.
