Can Accounting Subledger approvals be forced for Miscellaneous Costs posted by Excel Upload

Summary:

We have a requirement requested to mandate approvals for the accounting of Miscellaneous Costs posted. I see posts with a Whitepaper from 2020 and some other similar posts regarding restricting privileges for costs posted in the UI but they that the rules did not apply to Excel uploads. To research this thoroughly is there an updated whitepaper I should review or is the entry method restriction still the case?
