USOPTE: How do we exempt Employee&Employer from taking city tax and tracking wage accumulation?

Summary:

USOPTE Configuration Change - We should not be withholding Eugene, OR city tax. Can we change this with configuration for USOPTE?  For Employers of Remote Workers- If you are an employer that does not have a physical location in the Eugene city limits but employ a remote worker who resides in Eugene, then your business and the remote employee are NOT subject to this tax.

Question: How do we configure the system for USOPTE to exempt the employee and employer from taking the city tax for and accumulating the wages?
